The Oil Refining and Petrochemistry Research Institute is being established as a national sector-specific center for research, engineering solutions, certification, and personnel training for the oil refining and petrochemical industries of the Republic of Kazakhstan.
The establishment of the Institute is aimed at addressing the strategic, technological, and economic objectives of the industry, increasing its sustainability, technological independence, and competitiveness, as well as forming a modern platform for the introduction of innovation, standardization, and applied developments.
The project is being implemented in line with the objectives set out in the Concept for the Development of the Oil Refining Industry of the Republic of Kazakhstan for 2025–2040, as well as in the context of strengthened technical regulation and state control requirements within the EAEU.
Mission
To establish in Kazakhstan a core sector-specific research institute that provides scientific support, engineering expertise, development of certification infrastructure, and training of highly qualified personnel in the field of oil refining and petrochemistry.
Goal
To create a modern scientific and technological platform that ensures:
- the development of research in the field of oil refining and petrochemistry;
- the introduction of innovative, environmentally friendly, and energy-efficient solutions;
- the improvement of the efficiency of enterprises in the industry;
- the development of the system of standardization, testing, and certification;
- the strengthening of the human resources and engineering potential of the industry.
Main Objectives
The Institute is focused on the comprehensive implementation of the following tasks:
- studying the current state of the oil refining and petrochemical industry of the Republic of Kazakhstan;
- identifying key challenges, limitations, and growth points;
- developing a research strategy focused on innovative technologies and processes;
- assessing the potential for implementing environmentally friendly and energy-efficient technologies;
- reducing the negative environmental impact of production activities;
- analyzing and adapting best international practices with due regard to Kazakhstan’s conditions;
- training and retraining specialists, researchers, and management personnel;
- developing partnerships with leading scientific organizations, universities, and companies;
- developing sectoral regulatory legal acts and national standards;
- introducing research results into real industrial conditions;
- participating in the development of certification, including in the field of automotive and aviation fuels.
